Informal political mobilization is exercised when the political leaders cannot realize their goals in the existing political institutions and organizations, so they appeal to “spontaneously” expressed “authentic” will of the people. Even when they do not influence generating an informal political mobilization, political officials can use it to promote political attitudes and demands that were suppressed until then. From the mid 80s of the 20th century to the first decade of the 21st century, Serbian, i.e., Albanian nationalism in Kosovo and Metohija resorted to informal political mobilization after considering that its satisfactory articulation through official state institutions is impossible.
